G Suite Makes Creating Fixed URLs Easy
When using G Suite (formerly Google Apps), you can easily create fixed URLs like https://hangouts.google.com/hangouts/_/domain-name/hangout-name?hl=ja.

Personal Google Accounts Can't Easily Create Fixed URLs
While G Suite can easily create fixed URLs as mentioned above, personal Google accounts cannot.
However, you can create fixed URLs for Google Hangouts by using the following workaround:
How to Create Fixed Hangouts URLs with Personal Google Accounts
With personal Google accounts, you can create fixed URLs using the following steps:
- Create an event in the distant future in Google Calendar
- Add 'Add video conferencing' to the created event
- After saving the event, search from Google Calendar's search form
- Right-click 'Join Hangouts' and copy the URL
- The fixed Hangouts URL is now created with the above steps
Create Future Event in Google Calendar
Create an event in the distant future in Google Calendar.
In the following example, I created an event for the distant future date 2111/01/01, added ‘Add video conferencing’, and named it ‘Future Event’.
Search for Event from Google Calendar Search Form
Since the event date is too far in the future, search for the event from Google Calendar’s search form.
Get Fixed URL from 'Join Hangouts'
Open the ‘Future Event’ shown in the search results and right-click ‘Join Hangouts’ to copy the URL.
The following URL can be used until 2111/01/01:
https://hangouts.google.com/hangouts/_/calendar/random-string?authuser=0
If you’re using multiple Google accounts, unexpected behavior may occur, so I recommend using https://hangouts.google.com/hangouts/_/calendar/random-string (without the ?authuser=0 part) as the fixed URL.
